U.S. ARMY TACOM
Software Development
Artech has successfully developed new software and modify existing
applications. We provided basic operational support including programming, DBMS support, systems
administration, software error correction and transitioning support for client/server architecture
and web technology. This included user support, all technical documentation, and automation of work
processes.
NAVAL AIR WARFARE CENTER, NJ
Software Development
Artech provided full life cycle software development including
requirements gathering, prototype development, software development, testing, documentation and
deployment. The project also included support for client/server applications and metadata for
engineering applications. The environment used Oracle RDBMS, Developer 2000, Designer 2000, HTML,
Javascript, and a variety of customized applications.
U.S. ARMY CECOM / BOOZ ALLEN
Research And Implementation
Artech provided support in all phases of acquisition, programming,
installation, testing, operation and necessary maintenance related to worldwide fielding of the PM
DCATS. Artech supplied expertise in conducting research of system requirements and participated in
analyses and studies. Additional support was provided in exercises and testing, evaluations and
demonstrations, and associated control networks.
U.S. ARMY TACOM-ARDEC
Software Development
Artech provided basic operational support including programming,
database development, software error correction, system administration, and user support to modify
the existing system application software. Additional support was provided to enhance the user
interface, database structure, and all technical documentation to meet functional, regulatory,
policy and technical requirements in accordance with SCRs.
INTERNAL REVENUE SERVICE
Production Control And Check Print System
Artech provided systems design, development, analysis, testing and
implementation support for Financial Management Service’s Regional Financial Centers. The goal of
the project was to support the Department’s vast amount of printing, balancing the Treasury’s check
system and maintaining the check roll inventory. This new system effectively replaced an existing
IBM Mainframe/Troy based check-processing system.
INTERNAL REVENUE SERVICE
MVS Programming Services
This ongoing project consists of MVS systems programming and
implementation support. Artech is providing expertise in the installation of OS/390 and related
technologies. Additional support includes SMC disciplines for problem / change / request
management, JCL and system utilities. Full documentation and progress records are developed to
assist in future enhancements and upgrades.
INTERNAL REVENUE SERVICE
Document Management
The project team designed, developed and implemented a data foundation
including the creation of on-line transactional processing systems for taxpayer returns and
accounts. The team developed the interfaces required to accommodate the co-existence of the legacy
system with the new modernized applications. This task consisted of data conversion, transaction
processing, business rule creation, and object-oriented design.

Tivoli Integration And Testing
This task involves testing software functionality across multiple
interfaces and designing test plans and procedures for COTS integration. Expertise is provided for
the Tivoli Software Suite, Netview, and assistance in all aspects of network management. We have
provided a deep understanding of architecture, techniques, and management processes across a broad
spectrum of systems, applications, and requirements.
PORT AUTHORITY OF NEW YORK & NEW JERSEY
Various Projects
Artech was responsible for project managing the IT components of a
variety of projects for the Port Authority of New York & New Jersey. These responsibilities
ranged from CCTV video networks, security systems, centralized communications and control centers.
Additional task areas included LANs, fiber optic based WANs, PBX’s, voice networks, routers, ATM
and various other LAN/WAN deployments.
NEW YORK & NEW JERSEY STATE
Networking Requirements Development
Artech developed the functional and technical networking requirements
for a variety of major capital projects. We also developed Intrusion Detection and Control systems
for several of these projects. They include the World Trade Center, George Washington Bridge,
Lincoln Tunnel, Holland Tunnel, Bayonne Bridge, JFK International, La Guardia and Newark
International Airports, and EZPASS system.
NY & NJ PORT AUTHORITY
Consultation And Project Mgmt.
We provided management and technical consultation in the evaluation of
telecommunication proposals offered by vendors. Artech evaluated a variety of emerging technical
standards addressing LANs, WANs, Secure Remote Access, Electronic Mail, and migration to new
network technologies. Areas of consultation included ATM, SONET, Fast Ethernet, and Gigabit
Ethernet, PBX, and CCTV applications.
STATE OF MARYLAND
Retirement And Pension Systems
Artech’s responsibilities include project management, application
enhancement and maintenance of the retirement benefit system application. Additional support
includes processing retiree and beneficiary payments, payroll, and pension processing. We are
sustaining 25 key external interfaces and reports to facilitate routine job processing, task
execution, project work planning, project management, and all required documentation.
NATIONAL INSTITUTES OF HEALTH, NJ
Deskside Support
Artech performed Help Desk, Desk Side, IMAC/ PDP and Maintenance
Support Services for the National Institute of Health / Unisys. Our responsibilities included
installation and maintenance on a wide variety of network and computer systems. The associated
tasks included network design and installation, implementation, maintenance, development of network
procedures, and assignment of access rights and security.
UNDER SECRETARY OF DEFENSE (JR&IO)
Data Standardization
This project objective is to provide a cohesive and standardized set of
Human Resource requirements, business processes, and data that can be implemented in a COTS Human
Resources System. It will be used transparently by all military services, active and reserve,
around the world. This task order requires technical and management support in the areas of
functional analysis and requirements definition, and data standardization.
NASA
Framework & Implementation Plan
NASA is developing an ontology solution with an associated technology
tool that will enable the effective management, access and use/reuse of Space Shuttle system
artifacts. This responsibility requires the evaluation of existing ontology models to assess their
suitability for integration into the solution. The deliverables on this project are the Design Work
Plan, Communication and Risk Plan, Framework and Implementation Plan.
U.S. POSTAL SERVICE
Oracle Data Development
Artech is assisting with data integration tasks to provide a robust and
fully integrated General Ledger. The solution incorporates complex systems, legacy systems and
systems undergoing development. We are providing expertise within Oracle applications and assisting
in sizing, configuring, installing, tuning, reports development and supporting the related
databases and applications.
CITY OF WASHINGTON D.C.
Data Center Support
The Office of the Chief Technology Officer assumed responsibility for
several DC data centers and selected Artech to provide a support team to perform base operating
system implementation and upgrade support. Artech is also supporting tape management, system
reporting, and daily backup operations. Other on-site duties include Computer Operators, System
Engineers, and System Programmers.
NEW YORK STATE
Application Design & Development
This project provided application design and development services to
the New York State Higher Education services. HESC has shown trust in Artech by awarding several
contracts in different skill sets and environments. Artech is on Contract from the New York State
Department of Sanitation for the application design and development of their project for the Bureau
of Motor Equipment using Microsoft Visual Basic, SQL and MS Access.
WASHINGTON METRO TRANSIT AUTHORITY
Configuration Management
Our services include Configuration Management Plans, Requirements
Management, Level of Effort estimates,Software Development Analysis, and CM audit reporting. We are
also identifying areas for improvement and developing the associated strategies and implementation
plans. Further support includes the identification of CM risks, CM training, and materials
development for Policy Control Board meetings.
NATIONAL SCIENCE FOUNDATION
Web Development Support
This solution allows NSF to make web content modifications more
efficiently and will allow data access from several sources. The first phase of the project
involves the creation of a web page template for each division area. This phase also involves the
creation of content management workflow to manage the modification and approval process. The second
phase includes the migration of the complete web site using Vignette templates.
FEDERAL HIGHWAY ADMINISTRATION
Oracle Database Support
Artech is providing support in the restructuring and optimization of a
large Oracle database. Several problems related to image storage are being addressed to increase
the speed and usability of the system. Space allocation is being optimized as well as performing
the duties of the system administrator. System enhancements are also being made to the Access front
end and the associated input and retrieval components.
